The State Industrial Commission implemented the Oklahoma's workers' compensation regulation before the year 1959. Around 1939, the Governor had selected 3 independent Commissioners to control the program. Every Commissioner was permitted to serve 6 year terms. This improved in the years 1939-1955 when the 5 Commissioners during that time period was required to serve a term that coincided together with the Governor. After 1955, Judges were hired to head the compensation program rather than Commissioners. Their terms were staggered initially before moving to six-year terms such as before.

A Chairman of the Commission had been needed to be chosen by the Governor according to the 1915 workers' compensation laws and regulations.
